...continued...The Mayor having seen the magnitude of the destruction; damage to crops, livestocks, coconut trees, houses and other properties wanted that the municipality be declared in state of calamity on the very same day of Monday, the regular session day. But unfortunately, such immediate declaration of calamity was not possible because of the absence of qourum. Only Vice-Mayor Pepe Ferriol and 3 SB Members were present: Jasmine Familaran, Rey Feudo and Diosing Atillano.

The Mayor has to convene the Municipal Devt. Council(composed of all Brgy. Captains,SB Rep, Cong. Rep and sectoral representives)for an emergency meeting on Tuesday but it was reset on Wednesday because the Mayor has to wait for the arrival of the other members(Brgy. Captains) who were stranded in Mindoro. The very purpose of the meeting is for the MDC to decide on the funding requirements of P50,000.00 (to be taken from the IRA increase for 2008) for the purchase of NFA-rice for the proposed 'Bigasang Bayan'. The meeting went smoothly as the MDC approved the funding for Bigasang Bayan.

As the MDC approved the budget for Bigasang Bayan, the Mayor gathered the Members of the Local Finance Committee composed of: Budget Department-Bob Fanoga Jr., Mun.Planning Devt.Officer(MPDO)-Noemi Ferriol, Treasurer Dept.-OIC-Treas.Melca Abainza and Accounting Dept.-OIC-Mun. Acct. Antonieto Atillano. The Committee led by Bob Fanoga jr. drafted the Project Proposal for Bigasang Bayan, submitted it to the Mayor for review and refinements and approval. The Mayor then informed the Municipal Council that a special session be held for the swift passage of the Resolution approving the Bigasang Bayan and of the declaration of state of calamity. The special session was held on Thursday, with the Bigasang Bayan was approved. The next day of Friday, the first batch of 20 sacks of rice sourced out from NFA-Pinamalayan warehouse arrived. As expected, the 20 sacks were immediately consumed, but because Pinamalayan is very near to us, subsequent purchases were regularly made. The Mun.Social Welfare Devt. Officer Grace Fabella was tasked to handle/sell it, while the Treasurer's Office take charge of the financial matters. As a result, the people of Sibale were now spared and partially relieved from the high cost of commercial rice...Looking back, the availability of NFA-rice sourced from Pinamalayan was thru the help of DA Usec Bernie G. Fondevilla, he is the friend of the Mayor of Sibale. NFA was an attached agency under the DA, he requested NFA Adm. Jesus Navarro to allow Sibale to sourced out NFA-rice from Pinamalayan. Last year, Usec Bernie gave 45 pieces of 5hp robin engines which are now being used by our local fishermen. Usec Bernie facilitated the release of Php2.5M for Masudsud-Banilad-Bakhawan Farm to Market Road. The project is scheduled to start next week!

Within the same week(Friday) the Report of Damages was completed! On June 30(Monday), Cong. Madrona and Usec Bernie informed us that on July 1, all the Romblon Mayors shall meet at San Fernando, Romblon where the sunken vessel of M/V Princess of the Stars is located. Pres. GMA, Sec. Yap and Sen. Roxas were also there. The Mayor bringing the Reports of Damages with him left Sibale(8pm wd Enteng Fadri) aboard M/T Titano, a fuel tanker that regularly make port of call at Port of Concepcion in delivering diesel fuel for NAPOCOR genset in Sibale. The tanker was bound for San Jose now named Isla de Carabao, but the Captain of the tanker whisked us at Looc Bay at around 5am and we were fetched by the Bantay Dagat boat of Mayor Juliet Fiel. We had breakfast at her residence, then we proceeded to Alcantara where Mayor Ramie Galicia awaits us in his office.

After a while, we drove thru Bakhawan, San Agustin. Along the way, the portion of national roads from Sta. Maria up to Bakhawan were severely damaged by Tyhpoon Frank. In Bakwahan, we have an exchange of stories with Cong. Madrona, then we boarded(11am) his yacht(Karl Lance), it was almost 1 1/2 hour ride to Sibuyan,...San Fernando, the ground zero for M/V Princess of the Stars. By 4pm, Pres. GMA and party arrived and attended Mass for the victims of the tragedy. Then, all the Mayors around handed down their respective Reports of Damages to d Staff of NDCC who came along way with GMA...All the Mayors left Sibuyan aboard huey helicopter to Tugdan Airport..We had a briefing/meeting at Tugdan Airport, present were: Cong. Madrona, Gov Jojo Beltran, Sec. Art Yap, Usec Bernie, RD Louie Palmera of PNP Region-4B, Gen. Bangit of Solcom, Lt. Col Amat of Mindoro Army Brigade..to be continued....
