....Resolution No.2007-24 was sent back to my office for approval, this time the location was changed from Brgy. Masudsud to Barangay Masadya...again, i refused to sign, hereinbelow is my letter to the Presiding Officer...

Dear Hon. Presiding Officer.

Respectfully forwarded to your office is Resolution No.2007-24 pending approval by the Chief Executive. Regretfully, the Office of the Mayor cannot act favorably on the subject Resolution. The reason: specific location of the sunken wreck M/V Mactan was put in question. Resolution 2007-24 fails to pinpoint the exact location that could be done thru a certification from concerned government agency like the Phil. Coast Guard.

Resolution 2007-24..'revoking the sale of the sunken wreck M/V Mactan' derives its life from the passage of Resolution No.2007-17..'authorizing the Chief Executive to offer for sale the sunken wreck of M/V Mactan'. Resolution No. 2007-17 was passed by the previous council in the assumption that the sunken wreck of M/V Mactan was already an abandoned derelict. If indeed the sunken wreck was already abondoned, LGU-Concepcion, Romblon could rightfully claim ownership over it.

Unfortunately, the claim of ownership by abandonment does not hold water anymore. Lately, a certain Eduardo Calixto, Proprietor and General Manager of Eduardo Calixto Enterprises enters the picture and is now claiming ownership over the sunken wreck of M/V Mactan.

Suddenly, the picture changes completely; it now appears that LGU-Concepcion, Romblon cannot offer for sale a thing which it does not own. Thus, for all intents and purposes, Resolution No.2007-17 loses its relevance, it follows that Resolution 2007-24 loses also its purpose.

As an additional information, there is now an application for Mayor's Permit to salvage the wreck of M/V Mactan. For your perusal and reference photocopies of the following documents are enclosed:

1.Application Letter to the Municipal Mayor
2.Salvage Certificate of Registration No.20007-04 of the Phil. Coast Guard.
3.Salvage Permit No. 2006-02
4.Permit to Purchase and Explosives
5.License to Possess Explosives
6.Contract of Sale executed by and between Compania Maritima as Seller and Eduardo Calixto as Buyer dated March 12, 1979.

The purpose of pinpointing the specific location of M/V Mactan is for the isssuance of Barangay Permit prior to the issuance of Mayor's Permit in the event that salvage operation of the sunken wreck of M/V Mactan can no longer be prevented.

...during the rally, one of the member of the previous council publicly admitted that they passed Resolution No.2007-17 because of the fact that Calixto Enterprise is claiming ownership of the sunken wreck. The effect would be like this: the previous council wanted to sell it to other buyer, once it happened, LGU-Concepcion will allow the salvaging of the sunken wreck in the process depriving the real owner. In short, the previous administration will allow the sunken wreck to be stolen!....more on next posting....

(buko yang ngani anak, pati maguyang). Nakakahapros yang sa part naku, bilang usang taga-Masadya nak mabasa ka mga tuyar nak komentaryo halin sa ato Mayor. Honestly speaking, para sa ako ay marakong isyu kato, ing atake it hika ag nagpanuka si mama pati 'tong ako mga hali dahil sa mabahong amoy it 'tong krudo, tapos asilinggon yang nak exagerated ka balitang kato.. How sad!
Sa iba sigurong buko masyadong affected, masisiling kato,pero sa mga tawong concern talaga sa kapwa Sibalenhon, it's a big deal talaga..Usa sa mga main sources of living it mga taga Sibale ka pansamantalang nawagit dahil ruto. kada ngani aber kag mga Sibalenhon nak asa ibang bansa nak uya naranasi personally kag epekto it kag oil spill ay naging marakong isyu kato para sa inra..dahil concern sinra sa mga kapwa Sibalenhon..

Sa Ato Halandong Mayor/Mga Kasimanua,

It seems the ghost of MV Mactan will haunt and linger on us for a long time as some questions are still unanswered and apprehensions uncalmed.

While I appreciate the explanations offered by the incumbent Mayor on the issue, I find it too wordy that a reader would have to do a lot of reading between the lines. I think what many Sibalenhons wanted is for the Mayor to face the issue head on and being straightforward. Running around the issue will only lend credence to suspicions and animosity.

So, if I may give unsolicited advice to Mayor Boyet, I would suggest for him to tell his constituents in plain and simple words, in short sentences, and in bold assertions, about the truth and his position on the issue(ante mortem) and the actions to be taken(post mortem) by his administration in the event that the culprit, Calixto Enterprises, resurfaces again.

Sabi nga nila, truth will set everyone free. If there is a cloud of doubt, this will hang over our heads so better blow it away by being candid and straighforward. I know this is not the traditional school for politics but being sincere and true to ourselves are what, I feel, would make us dear to the people we serve.
