Sa Lahat ng Local Executives at Environmentalists

Tanong po muna ako ;
Meron na po ba ang Sibale na maliwanag na mga
polisiya on "Domestic Wastewater" specifically
those dwellings/communities along coastal barangays
lalo na po ang Bgy Poblacion kung saan nakatirik
ang munisipyo natin ?

Sumagi po ba sa ating kaisipan ang BORACAY Disaster in 1997 on the issue of E-Coli / Coliforms proliferating along its main beachfronts. The main causes of which is the mismanagement of domestic fecal waste brought about by the massive developments of Boracay and the volume of tourists visiting the beautiful islands. How do u treat and dispose the fecal waste of about 5000 construction workers(isa na po ako roon), tourists, and local dwellings per day.
At that time, the only primary treatment available is the regular 2-Chamber Septic Tank( Digestion and leaching ) with overflow pipes directed to the porous beach sand.

Though today, they have the primary treatment and the seconday treatment facilites known as "Sewage Treatment Plant" or STP which are very very expensive, hundred of millions pesos in investment.

Most of the groundwater test results along beachfronts we had conducted in several parts on the countryside like bicol, quezon, batangas, cavite, subic, cebu, etc. manifest substantial contamination of E-Coli / Coliforms bacteria that are hazardous to our health. Can we imagine such bacteria infiltrates to our drinking groundwater and beachfronts along coastal barangays ? Kaya pa kaya nating lumangoy at uminom na may bacteria?

Anyway, for the information of everybody, the allowable regulatory limits of coliforms/fecal counts for drinking water is 2.2 counts(MPN/100mL of water) and for treated(effluent)domestic waste is about 5000 MPN/100mL . Domestic waste usually contains hundred of thousands of coliform counts / 100mL.

The regular two(2)- Chamber Septic tank thru the process of digestion and leaching plus the continous dillution from household water can treat or kill impurities/bacteria from 30 - 50 % only depending the on the blueprints or size of the tanks. Saltwater containing Sodium chloride(w/ Chlorine content) may further reduce or kill the bacteria by at least 20-30% but that is on the assumption that an overflowing pipes is directed to the saltwater(seawater)table. For inland, the treated wastewater may still infiltrate to our groundwater or acquifers causing contamination.

And what if Sibale dont have really a strict / clear policy on wastewater management for every dwellings in Sibale either we are affraid to enforce it( National Building Code,Sanitary Code,HLURB Regulations, or DENR Standards) - beacause of our close ties or because of the Local official's deep humility traits with every Sibalenhons, What will happen kaya to our groundwater or beachfronts 10-20 years from now ?

To update our local executives on the standards of primary treatment of domestic waste particularly on the design of Septic Tanks - the two(2)-chamber septic tanks has now been resigned and obsolete. The new Standard Design is three(3)- Chamber Septic Tanks, the 3rd tanks is either designed for filtration/aeration/chlorine tank/or sludge holding tank(drying bed-where you can easily dipose generated wastewater sludge flakes to sanitary landfills).

The 3-Chamber Septic Tanks has been proven to be effective eradicating Choliforms and other fecal generating bacteria 100% given the right layout design.

Habang maaga pa, lets act now on the given alarming issue para sa pagdating ng araw na iyon di tayo magsisihan ulit at magkakahati-hati gaya ng isyu sa MV Mactan. Wag na nating hintaying lumabas or dumami mga algae/fungus sa mga baybayin natin bago maisipang kumilos.
