They get strong entrants along with weak ones. The problem is with how the event is paired. The event has to be seeded to give the strong players the chance to go forward and weak players to be quickly eliminated.

We know players will wait for the next round to start. The Champions League has show that. Now a single start date has to be put in effect for stages in the WC cycle.
