My 2x Great Grandfather appears to be buried with 2 strangers in City Road Cemetery. I suspect he was a pauper, so understand that this happened, but the married couple he is buried with have a nice memorial stone (no mention of him). The male stranger died first, then my relative, then the woman. Who would have made the decision to put him in their grave when the wife was still alive? Was this usual?
