Shared Graves Query

Hi

My 2x Great Grandfather appears to be buried with 2 strangers in City Road Cemetery. I suspect he was a pauper, so understand that this happened, but the married couple he is buried with have a nice memorial stone (no mention of him). The male stranger died first, then my relative, then the woman. Who would have made the decision to put him in their grave when the wife was still alive? Was this usual?

Thank you for responding to this. My relative is Wilfred Burrows and the two other grave occupants are William and Hannah Lingard. Its City Road Cemetery, Section CC, no: 17903.

Marriage 25/12/1864 Rotherham William Lingard and Hannah Burrows
Her father was James Burrows, a scissor grinder
