North Carolina Officer Charged With On-Duty Sex Crimes

CHARLOTTE, N.C. — A Charlotte-Mecklenburg police officer has been charged with sexually assaulting two female motorists while in uniform and operating his patrol car.

Charlotte-Mecklenburg Officer Marcus Jackson, 25, was charged with sexual battery, second-degree sex offense, extortion, kidnapping, indecent exposure and two counts of felonious restraint. He was being held in lieu of bond totaling $360,000 ahead of a court hearing Thursday, according to jail records. The records did not indicate whether he had an attorney, and a jail spokesman did not immediately return a call seeking information.

Jackson was immediately fired after his arrest Wednesday night, Charlotte-Mecklenburg Police Chief Rodney Monroe said.

"To have one of our own involved in such a despicable act is not only a violation of the public trust, but a complete dishonor to this officer and every officer that wears this badge," Monroe said. "We work very hard to gain and maintain the public's trust, and this knocks us backward."

The case began after a relative reported Monday that a 17-year-old girl said she was ordered into Jackson's car on Dec. 18, driven to another location, and assaulted. The girl said the officer had been wearing his uniform and driving his marked patrol car.

On Tuesday, a 21-year-old woman told detectives she'd been assaulted under similar circumstances the previous night, Monroe said.

Both of the reported incidents happened between 11 p.m. and 2 a.m. in east Charlotte, where Jackson was on duty.

"It is profoundly disappointing when one of our police officers engages in such heinous conduct," Mayor Anthony Foxx said in a statement. "It obscures the fact that the vast majority of our officers are dedicated, hardworking people."

Monroe added that "it would be naive" to think others had not been assaulted by Jackson, according to a report Thursday in the Charlotte Observer.

The police chief reportedly released Jackson's photo at a news conference in the hopes that other potential victims will come forward.

A Charlotte police officer was fired and sent to jail Wednesday, accused of sexually assaulting women -- including a teenager -- in his squad car on two occasions.

Police Chief Rodney Monroe says Marcus Jackson, 25, is facing nine charges, with more expected to come.

Thursday Jackson made his first court appearance. He asked the judge to find it in his heart to make it possible for him to be with his family for the New Year's. Judge Thomas Moore said no.

The former cop's accusations involve Jackson pulling women over for a traffic stop, getting them in his squad car, then driving them somewhere else and sexually assaulting them.

The case began after a relative reported Monday that a 17-year-old girl said she was ordered into Jackson's car, driven to another site, and assaulted.

The 25-year-old Jackson was charged with sexual battery, second-degree sex offense, extortion, kidnapping, indecent exposure and two counts of felonious restraint.

Police say while they were investigating that accusation, a 21-year old woman came forward and accused Jackson of doing the same thing to her on Monday.

Neighbors in the Eastway Division are upset an officer paid to protect is charged with criminal activity.

"It's sick," Eastway Neighbor Jerome Neal, Jr. said. "You look at police officers as a role model to help people."

"I think they need be more stringent about who they hire." Eastway neighbor Lauren Montgomery said.

Monroe knows this incident has put a dark cloud over the police department.

"We work very hard to try to gain and maintain the public trust," the chief said. "But this knocks us backward."

Monroe says he wants to encourage any other women who have accusations against Jackson to come forward.

"We are not so naive to believe that these are the only incidents that Mr. Jackson may have been involved in," he said.

Jackson was hired by CMPD in September 2008. He worked as an officer in the Eastway division, which is in East Charlotte. Police have said the two sexual assaults allegedly happened in that area, but haven't said specifically where.

Jackson is charged with three counts of sexual battery, two counts of felonious restraint, and one count of 2nd degree sex offense, extortion, kidnapping, and indecent exposure.

Jackson is due back in court Jan. 11th.

CHARLOTTE, N.C. -- A Charlotte-Mecklenburg police officer charged with sexually assaulting two female motorists after pulling them over had restraining orders issued against him by two girlfriends in the past six years.

In both cases, the women told judges that 25-year-old Charlotte-Mecklenburg Officer Marcus Jackson, who was not on the police force at the time, threatened them with violence, according to records obtained by The Charlotte Observer.

Jackson was not convicted of a crime in either case. The officers who hired him in September 2008 conducted a criminal background check on Jackson, which revealed a 2003 complaint, but not the incident in 2005 because that record was expunged when charges weren't filed against Jackson, authorities said.

The Charlotte-Mecklenburg force fired Jackson immediately after his arrest Wednesday night.

The investigation into the officer started Monday when the relative of a 17-year-old woman called police saying Jackson pulled over the teen while on duty in his marked patrol car on Dec. 18, then forced her into his cruiser and made her perform sex acts.

While that complaint was investigated, a second woman called police Tuesday night to say she was attacked by Jackson after being pulled over the day before. Police would not say what time on Monday they received the first complaint, or how much time passed before the second attack occurred.

"We worked the investigation around the clock with our Internal Affairs Division and Sexual Assault Unit," said police spokesman Capt. Brian Cunningham. "Within 24 hours of identifying Mr. Jackson as the suspect, evidence was collected, he was interviewed and arrested, and his employment was terminated. ... We believe that we acted in a swift and appropriate manner."

Jackson is charged with sexual battery, second-degree sex offense, extortion, kidnapping, indecent exposure and two counts of felonious restraint. He is being held on a $360,000 bond. His family refused to talk to reporters after a Thursday court hearing, and it wasn't clear if he had an attorney.

The two restraining orders were issued against Jackson while he was a college student.

In 2003, the mother of Jackson's 15-year-old girlfriend said he tried to hit the teen with a car, pushed her into a locker and threatened other violence. Jackson was accused of violating the order, but was found not guilty.

Two years later, a judge issued another restraining order against Jackson after a 21-year-old woman said he grabbed her by the face several times, slapped her face, pushed her to the floor and forced her into a closet. No criminal charges were brought in that case.

Police think Jackson could have assaulted other women while on duty, but authorities said no other victims came forward after the officer's arrest was announced.
