Unless he's an agent in training the guy who owns the site looks fairly harmless. But why he would draw attention by redirecting there is curious. Here's his other site:

He must have been fairly young if he registered the domain in 2002 as he looks young at his other sites pictures.
The owner of the domain name "ITANIMULLI.COM" has redirected it to the NSA/CSS website, I'm guessing hes trying to create some fodder for the conspiracy nuts to "ooh and Ahh" over....
There's enough weird stuff going on out there without trying to make up more.
