I am very careful to post the "facts" as you can see! I went down to the magistrate's office to get the documents. Now I am trying to figure out where that 45 mph zone is on the scenic highway. Was it approaching a stop?

Duh, the fines have always been that low, it is the court costs that are expensive. $1 per mile over the speed limit is what it says on the books. Somebody is too focused on trying to be one of the Hardy boys.

So, as you say, let's stay focused here. And the focus is on your continuing distortion of the facts. J.L. dropped a HUGE, EARTH SHATTERING TWO (2) MPH OFF THE TICKET, from 76 to 74 mph, AND NOT 32 mph as your DISTORTION says.
AND, J.L. does not set the fine, the Magistrate does that. And the other poster is right: the fines are generally kept low on all speeding tickets due to the excessive court costs. By the way, look it up, the maximum speeding fine, first time offender is a maximum of $100.00. So, Normy, big deal. A $29 fine with the court costs that are five times more than the fine itself is more than reasonable.
Not everything is a conspiracy or corruption as your poor mind leads you to believe.
