We have a solution that may help Jonese get Wilfong back in the saddle!

A discussion after church led to this extremely brilliant idea.

1. A magistrate has found that there is sufficient evidence for probable cause that he forged checks and counterfeited. (That is based on the original arrest warrant)

2. The charges of five felonies ARE based on actual WV law.

3. The felonies are enhanced by Wilfong's statements under oath in magistrate court under a civil trial.

4. The bank has validated the charges with hard copy evidence.

5. Sheriff Jonese has a duty to ensure that all his officers are lawful citizens.

6. Wilfong has a civil service job that requires a certain amount of "due process" which is designed to protect his job status.

7. The sheriff has a right to put an officer on leave without pay.

8. The sheriff has a right to present charges against his own officer.

9. The sheriff has a duty to uphold all the laws of the state of West Virginia.

10 Deputies can commit criminal acts.

11. Wilfong committed five criminal acts.

12. The sheriff has a duty to present those charges to the grand jury.

13. Wilfong wants his job back.

14. Wilfong has paid what he owes Wade.

15. Wade no longer has a claim against him.

16. The five felonies are crimes against the state and in particular against the bank as well as against Wade.

17. Restitution is a legitimate consideration at sentencing.

18. The state has issued forth charges of criminal activity against Wilfong.

19. There is a cloud over Wilfong's head because of the criminal charges.

20. Wilfong can never again be considered a credible person by the citizens unless he is exonerated of the charges.

21. Dropping the charges will not be considered by the citizens to be exoneration.

22. Wilfong will continue to be a disreputable cop and therefore ineffective as a cop because every defense lawyer worth his salt is going to challenge the word of an accused law officer in their own client's case.

23. So the best thing to clear the air is the present the charges to a grand jury.

24. If a grand jury finds that there is no probable cause to believe that these allegations are true then they can render "no true bill."

25. If they do not find "no true bill", they can find that he should stand trial.

26. If a petit jury finds his innocent of the charges, they can acquit him. (end of case)

27. If the petit jury finds him guilty, he goes to the pen. (end of case)

28. When the process is complete and if he is found not guilty by the grand jury and/or the petit jury then he can and should be reinstated to his job with back pay and all benefits.

29. Jonese can then put him back to work arresting people for committing crimes. (Perfect solution)

30 Jonese will then not have to worry about public scrutiny. Wilfong will be due his job back as a matter or right not because the sheriff didn't have the balls to charge him or the prosecutor didn't want to charge him. (LET THE PEOPLE DECIDE!)

All it takes is a personal computer and a good laser printer and some guy named Vince who lives in any town America can clean out a large companies bank accounts. Due to better technology, the quality of counterfeit documents has improved in leaps and bounds.
With the aid of a computer, a high-resolution digital scanner and a laser printer just about anyone can fake company checks and according to the Federal Bureau of Investigation, this is becoming a huge problem.

Technology and desktop publishing along with laser printers have paved the way for fake check creation. According to the experts laser check printers are so advanced that it is near impossible to tell the real thing from a fake. Any one can purchase a laser check printer; all you have to do is have the cash. You don’t even have to prove that you are a valid business.
Counterfeit check production use to be the work of criminals who were intelligent and they needed expensive engraving and printing equipment. These days however, it is much easier to do and those who are embarking upon a life of counterfeiting checks with laser printers need only to know how to work the computer and the laser printer. What’s more is that it is cheaper to do with the constantly falling prices of good laser printers.

A decent laser printer that reproduces 300 dots per inch less than $500. A laser printer that does 600 dpi costs less than $1,000 and to most criminals this is a small investment as compared to the money they will make counterfeiting checks.
According to the
FBI it is increasingly easy to fake corporate checks. The person looking to counterfeit checks starts by collecting a company's check. They do this by either stealing one or getting one from an employee. The check is then scanned for the corporate information and signatures. The check can then be altered using the simplest desktop software. Once this is done a laser printer is used to print the check thus adding to the authentic look of the fake check. Most office supply stores carry safety check paper which adds to the rouse. Once all of this is completed most criminals go one step further and attempt to cash the checks at smaller stores, skirting detection that may undoubtedly take place at a larger corporate store or bank.

Some laser check printer manufacturers are taking steps to combat this use of laser printers. According to Xerox, they use technology in their laser printers to put the "serial number of each machine coded in little yellow dots" allowing for the tracking of documents printed on them.

No matter what strides laser check printer manufacturers make it would appear that there are those out there who would misuse it; however law enforcement is making the same strides in catching those who do.
