I did not think to limit the time for a single move but simply make time limit of 30 days/10 moves in part of the tournaments or alternatively to make special tournament for fast players without changing the time limit(in case that they prefer to be safe for case that they will need more time).

If based on past tournaments 60% of the players never use more than 25 days/10 moves and never use more than 100 days per game then it is possible to make special tournament for them when you can expect all the games of the tournament to be finished in one year.

The problem is that today these players cannot finish all their games in one year because their opponent may use more than a year in rare cases so a minority of their games take more than a year to finish and it can be even a reason for part of them not to particpate(if they do not want to be busy with chess games for more than a year from the start of the tournament).
