Actually this is already used as common practise and if a player has scored a significant over score like 8.5/10, when the demand for IM was 7/10 and he/she has one more IM-norm made on 12 games. Then he will be awarded the title. The IM norm would be 8p/12 for the same category as 7p/10 in your example and then one can say that 8.5 is more than 8p and thus the player could have lost 2 games and still earned the norm.
For GM-norms the demand on 5 GMs or equivalent stands and if you like to make a proposal then you should direct your proposal to Eric Ruch, to let him and the committé look at it.
