Hello Per,
I believe that Peter said he had always been told in the past the circumstances of the leaves granted.
Taken in the abstract:
1) As a player I want to know that special leave is not being abused by my opponents or being given freely by the TD.
2) As a TD, I want the players to know that special leave is not being abused.
3) As a player that might take special leave, I want my opponents to know that it is not being abused.
4) As a player I don't want to have to ask or dig for information that should be freely available.
The thinking that I don't believe that you are understanding or that the ICCF overlooked during all of this, is the concept of the "appearance of evil". Not providing information that someone can reasonably expect to have looks like something is being hidden. Why not simply provide it and remove all doubt.
As a player I can't recall a single time when someone was granted special leave and the TD didn't say what the circumstances were. There is no reason not too.
