I'm not so sure that the information was given every time. First of all, if the special leave was granted one or two weeks later, I really told the player himself, that he got the special leave provided that he told the players himself before the vacation started. That way it was up to him how much he wished to tell. Only if the player himself was hindered to tell the opponents, then I stepped in and circulated the information as TD. But if it was death in the family I would have used "personal reasons" and for "hospital treatment", if that was the case. Only if it was for work or chess activity reasons, I would have provided the reasons.
But that was in line with the normal procedure because you needed to get the information out.
However, there are 2 things the TD has to vager in this case, both the special leave in itself but also the lenght of the leave. Where you can have different views, sometimes it feels correct to grant half of the time as special and half as ordinary. But there will never be absolute justice and really ICCF should leave it up to the TD to decide. That is my opinion! I wouldn't dream of making an appeal if a TD has decided to give one of my opponents special leave!
And finally the subject concerns the webserver rules where actually the server keeps tracks of the vacations and things like telling your opponent has become surplus. However as we are stil evolving the webserver rules, its likely that changes will come often. There has, to my knowledge, never been obligatory for the TD to give REASONS for special leaves in the ICCF rules but here it is demanded.
Now nobody needs to tell about leaves in the webserver play.
And now I can read that I'm doing lazy TD:ing using the webserver rules madness. You think that is a coincidence?
And I'm still rather curious, how much third party information must a TD have to give and how far away about each decision he makes! In order to have the possibility to appeal. For instance can a TD deciding to go for a week of holiday be appealed? Really TD is not obliged to tell of his vacation, however that is something I will do. Or if I reject a claim for an ETL, must I then inform the other players of this decision including reasons just incase they might like to see my decision reversed, even though the 2 concerned players has accepted my decision. I have never heard of this but it seems to be necessary. Or even if I upheld a claim of ETL or that 40 days has passed without any message of more time needed.
In an Olympiad I suppose all Team Captains must be allowed to make an appeal.
Do you see where this leads?
