Excuse me, but I think that is going the wrong way. Then how could a person become TD without bothering to learn the rules? Hopefully this would be an exception!?
Again the advocation is as there is a few TD's who don't know the rules, then all TD's have to change behaviour.
Then I would suggest that ICCF do another way, NEVER appoint TD's who don't know the rules!!

If the TD is an IA, is then the TD to be trusted or not? And then I have a question on how far a third party goes. Is a World Cup one tournament? Or is each preliminary group, tournaments in itself? Some might advocate that as a World Cup will only have one winner, then all decisions made by a TD shall be allowed for any participant in the World Cup to appeal against. So each decision by one of the TD's has to be emailed to ALL players in the tournament. In case someone would disagree to that an operation of ingrown toenail is not reason enough for special leave. Perhaps even someone will say, I had a by-pass 2 years ago and I was home already after 2 weeks, why does player A need to have 30 days special leave for that? I would like to appeal that! And so on...

Yes, there is no rule who hinder the TD to tell about the reasons for leaves. But as John Timm says, would it make the players wiser to tell that for "personal reasons", player A had leave for 2 weeks? Or "hospital surgery"? That could be a by-pass operation or ingrown toenail.

The is no absolute justice for all, look at the rating for unrated players 2200 or 1800 which says nothing about their real playing strength - or at the adjudications rules, they are not fair for each and every occassion!
