Message:   In my experience e-mail TDs notified the impacted players, but gave either no specific explanation at all ("adequate reasons he has explained to me")or only hopelessly vague explanations ("personal reasons"). There was no rule I know of about mandatory notification, but a sensible TD would notify everyone once rather than than have to deal with multiple claims of time violations.

I'm also quite sure that, somewhere, there is a Guideline (or even Rule) that says the player seeking Special Leave has to explain his reasons to the TD but not to the other players.

That practice/Guideline/Rule makes sense to me, since anyone with a legitimate need for Special Leave probably has a legitimate expectation of privacy, and even if the need is not so clear no appeal of a decision to grant Leave would be likely to be upheld (or timely) anyway.

I really don't see how the web-server procedures you describe are different than the e-mail procedures.
