Hi Per,
I know you are acting in good faith and as you mentioned we don't have a rule that mandates the release of information. However, we don't have a rule that prohibits it either.
I have a couple of comments:
1- Some of us TD's don't know all the rules and guidelines. I remember some TD friends asking me the criteria for special leaves. Players and team captains also ask if they might have a "case" for a special leave. Since we have a pretty specific rule I believe players have the right to know if it's being applied appropiately; and the right to appeal if they disagree with TD judgement.
2- Right to confidentiality is not listed in the rules but it's common sense. I believe a player has the right to keep information confidential from other players, but not from the TD or Appeals Commission. This has to be balanced with the right of players to know if a rule is being applied properly, therefore I think that if a player specifically asked his information be kept confidential I would agree to that, but I would warn him that an appeal may apply if an opponent uses his right to know the rule is applied properly. I would never disclose information designated as confidential to another player, and we probably should be asking everyone if the reasons for special leave are indeed confidential. If we don't ask this question, I don't think it's right to refuse to provide information. Remember in the email era, players would request special leaves to the TD with copy to all players and explain the reasons to everyone. I have never had a player asked me to keep information confidential regarding his special leave, and I've directed enough tournaments to apply for the IA title.
