Actually, ANY decision taken by any TD or OTHER ICCF OFFICIAL may be appealed.
It is the reason why you have appeal commissions. As you know, besides the Playing Rules AC, there is the "Tournament and Other Rules" AC (the one we serve on), and, also, the Arbitration Commission.
The main problem, as I see it, is that some TDs do not understand the proper circumstances in which to grant special leave. Assuming that statement is correct, then it is a TD Bingo issue - depends on who your TD is, whether a fair and proper ruling has been made.
A player, who has a vested interest in how the tournament is run, has every right to expect that rulings are made correctly. That same player has every right to question any ruling made by the TD. Following this to its obvious conclusion, that same player has every right to inquire as to the circumstances of the special leave as granted by the TD. If our player disagrees with the granting of leave - the decision I mean, he also has the right to appeal such a decision, just like any other ruling he does not agree with.
