Definitely not. Please note that the reasons for the extra leave could be told to the TD in confidence. The player don't really wish to tell everybody of his illness or simular.
"Special leave is intended to be used primarily for unexpected events such as illnesses, natural disasters and urgent overseas business postings. Recognizing the value of other chess activities special leave may be granted for attendance at ICCF Congress or OTB tournaments away from a player's home. Events planned in advance such as moving house or job are not valid reasons for special leave."
If the TD accepts the extra leave we shall have the confidence in the TD in that he has valued the reasons and that they fall into the category.
If I had a conspiracy mind, I would guess that those who ask for extra leave must be sure of seeing to that their demand falls in this paragraph. I suppose those who wish to lie about it can say that they will be in surgery and rehabilitation for 2 weeks. But as always as long as I can't prove that they are not telling the truth, I prefer to accept their word on it.
