Evidently the 2006 Dresden congress overruled and revoked the 2005 Angostura congress formulation and even pretends that it was already decided in 2005, which can never be the case of course. The latter formulation clearly contradicts the 2006 webserver rules...

I disagree. It's possible that some discussions that took place during the 2005 Congress did not succesfully make it to the Minutes. If you check the 2006 Minutes, there is mention of a proposal to clarify rule 3b (item 16. page 21), but the text of the rule is not shown.

In my view, after reviewing the 2006 Congress Minutes, the RC intended to provide a guideline, and not a real modification to rule 3b.
