If you're so sure you're right then give the players a choice. Allow them to choose a section with time limits of 10/40, 10/50 and 10/60. Then pair the CL to suit the players. You'll find out if 10/50 is popular.

There are 100 reasons it won't work but the main one is ICCF wants to force a time limit of 10/50.
