Message:   if you want 2 years tournament cycle then even 30/10 is not enough(if both players use their time and play 150 moves the game is going to continue for more than 2 years).

If you want to limit time of the tournament to 2 years then the only solution to force it is to decide about time control of 1 year per side and not 10 moves/x days when it is the decision of the players how to use their time.
