Your suggestion of immediately adjudicating forced checkmates seems like a reasonable first step to resolving the DMD problem. This would only fix the problem in a limited number of games, but anything done in that direction strikes me as worthwhile.

Of course, discussions on TCCMB don't solve problems. I suggest to you that you submit a proposal to the appropriate ICCF commission to enact such a rule. It might start the ball rolling! Something like this might do:

"A player who believes a forced checkmate exists may request an immediate adjudication by contacting the TD. If the claim is incorrect his opponent receives an extra 40 days as a penalty."

Who could oppose such a rule?
