I found your posting most interesting. As part of the CL support team I can tell you we would have been very happy to stick with a 2 year tournament, but the number of games remaining before all qualifications were settled was just too many for adjudications. Perhaps this should have been obvious from the beginning, considering the time limit.
I agree with you that 40/10 would be a better time limit for this event. Suppose both players used their full time plus 30 days leave per year. A 50 move game would still finish within two years by my calculation. The number of games going beyond this could be limited enough to allow for adjudications (currently only about 1/4 of the remaining games are significant for determining qualifications ... the other games can safely continue till they end normally, without delaying the start of the next CL season).
Your wish that ICCF would control poor sportsmanship is more difficult, if I understand your intention. This is a problem in all ICCF events. There is clearly a reluctance to control excessive use of time. Even the slightly progressive server rule 3b requiring a player to receive TD permission to use more than 40 days on a move was recently abandoned.
