You've asked thoughtful questions. Thanks! I have no specific answers - only general suggestions.

We agree that a problem exists when ICCF rules allow one to delay resigning a forced loss. So, an obvious solution is to reduce the potential number of days available to the delaying party.

With a 10/40 time-control, the poor sport will have 20-days fewer per 10-moves played. My present game reached move 80. So, reducing the time control to 10/40 would have removed 160-days available for delaying tactics! That would have shortened my game by 5+ monthss, Gino.

Also, to Grayling's excellent point, ICCF's last-second prolongation of CL by several more months enables poor sports to delay even further. Instead an immediate adjudication at 12/31/06 would have declared my obvious victory and put a stop to the nonsensical delay.

Gino, a forced checkmate sequence should immediately end the game. After all, the checkmate can now be verified by computer and/or tablebases. Perhaps the announcement should be copied to a TC and/or TD to ensure a prompt game termination.

And, while 10/40 is still slow enough to enable a poor sport to delay a negative result, it's a significant improvement over 10/60, which I see as ridiculously slow. 10/60 scares away many people interested in CC. So, CL presently serves to deter people interested in CC, rather than encourage them.

As a final note, I'm not here to spew negative comments regarding ICCF. I want to see the ICCF and CC succeed. So I instead am merely illustrating some problems that need to be addressed, and offering solutions/improvements.
