Hi Wes,
I think you are stretching it too much comparing this tournament with the one from 1978-1984. The postal situation between Canada and USA has improved a lot since that time. It is my strong belief any current postal problems between our countries are artificially created by players, so here I agree with Gary. Unfortunately Franklin is lots of times too naive and believes everyone is as fair-play as he is!
Do not have enough information to judge Franklin's decisions in this case. The simple fact an experienced ICCF-IA has such a harsh reaction cannot be explained by a personal dis-pleasure. Possibly the root is much deeper and harder to get at. I would suggest Franklin and Gary do their best to sort it out in parricular.
