Possible Action??

A REPORT PUBLISHED today by the Internet Watch Foundation (IWF) says that it has identified a core of 2,755 websites that host images of child sexual abuse, 80 per cent of which are commercial operations run by criminal gangs who make money out of selling the stuff.

The IWF published the report in order to dispel myths that the numbers of Websites hosting child abuse material run well into their millions, and are therefore not a solvable problem.

The organisation, which calls on the public to report any exposure to criminally obscene content, reckons that ridding the Internet of child sexual abuse material is possible, and by highlighting the fact that the number of core sites is significantly lower than previously believed, these sites can be targeted and properly dealt with.

The IWF has long been trying to track the various child sex abuse sites, to provide useful information to police and investigators, as well as pushing site hosting companies to remove the content, wherever possible. But because less than one per cent of the sites are actually hosted in the UK, it is not always easy to get international host companies and ISPs to shut down or block them.

The organisation says it is doing its best to set up workable ‘notice and take-down’ arrangements with various global host companies, and international ISPs, in order to make their work more far reaching and effective.

Peter Robbins, Chief Executive of IWF said in a statement that “this year we have highlighted what we believe is a manageable number worldwide of such [child sex abuse] Websites,” adding, “a coordinated global attack on these websites could get these horrific images removed from the web and those responsible investigated.”

The organisation reckons that through an organised and united global response, which would include participation of law enforcement agencies, governments worldwide and the online community, IWF will have a much higher success rate in closing the sites down and hunting down those responsible.

The organisation has laid out a new four pronged attack which it believes will be the most effective way forward in the battle against the core 2,755 websites it has named and shamed.

The attack includes a global joint public/private partnership to investigate, disrupt and remove the Websites, which tend to hop from server to server and from region to region, identifying the distributors of the content.

The second step is better coordination between IWF related hotlines and the tech industry in order to quickly remove content when it is reported.

Thirdly, IWF is suggesting a blocking system, soon to be launched in the UK, to protect unwitting UK surfers from accidental exposure to the disturbing content; and finally getting authorities to de-register domains associated with any kind of child sexual abuse.

Even Gordon Brown, Britain’s Prime Minister, has come out in support of the programme, saying that “in partnership with the online sector, Government, police and charities are helping to eradicate such content from UK networks”.
